Colombia's FARC releases French journalist

More than a month after he was taken hostage by the FARC, French journalist Romeo Langlois was safely handed over to a humanitarian mission in Colombia today.

Colombia's guerrillas freed French reporter Romeo Langlois on Wednesday, just over a month after he was taken hostage during a clash between rebels and Army troops in the southern province of Caquet?.

Rebels of the Revolutionary Armed Forces of Colombia (FARC) handed Mr. Langlois over to a humanitarian mission made up of representatives of the International Committee of the Red Cross, a former Colombian senator, and an envoy of the French government.

Television images from the village of San Isidro, where the handover took place, showed Langlois, a reporter for France 24, smiling amid a throng of villagers. The townspeople have reportedly prepared a festive lunch for Langlois, the humanitarian commission, and his former captors.

The ease with which the rebels moved among the civilian population in the village shows the FARC still maintains a certain amount of control in the area, a historic stronghold of their southern bloc.

Wearing a blue shirt and black pants, Langlois appeared in good health despite having been wounded in the arm during the firefight when he fell into FARC hands just a few miles from the village where he was released today.

"Aside from the fact that I was retained for a month when I was wounded, everything else has gone well. I can?t complain,? he told reporters, adding that he was never tied up during his captivity.

Langlois was taken by the rebels on April 28 after the military unit he was accompanying on an counternarcotics mission came under attack by the FARC?s 15th Front. Three soldiers and a police officer were killed in the attack.

The Army said Langlois shed the bullet-proof vest and helmet the Army had furnished him with and surrendered to the rebels, declaring he was a journalist. Several days later the FARC declared the reporter a ?prisoner of war.?

Human rights and press freedom groups rejected the notion of Langlois being considered a POW and said the FARC?s failure to release him immediately violated a rebel announcement in February that it would cease kidnapping civilians.?

Why It Is Important To Take Good Care Of Our Skin ? Beauty, Health ...

Many people may not be aware that skin is the largest organ and maintains steady temperature of the body. People these days are so busy with their daily routines that they find very little time to look after their skin.

However, as skin plays a vital role in protecting our body, it is very important to devote sufficient time to keep skin as healthy as possible. A good skincare will prevent sickness or injuries to the bones, muscles and other internal organs.

If the skin is not taken care properly, it loses its supple, smooth and healthy look. As people get old, fine lines and wrinkles set in and the skin turns thinner. In addition, the glands that secrete oil become sluggish resulting in dry skin and turning brittle.

While it is not difficult to keep skin healthy, people should devote enough time for skincare. They should also be aware of the measures that should be taken to maintain a healthy skin. Here are some of the steps that might be useful in maintaining soft, smooth and healthy skin.

One of the important steps that one can take to keep the skin healthy is to avoid excessive exposure to sun as this can harm the skin. One should protect themselves from sun by wearing full sleeve shirt, put ting on cooling glasses and covering the head with a hat.

(Santa Barbara, Calif.) Imagine being able to mathematically describe the process by which an embryo develops into an animal, assigning numbers to its every function, and dysfunction. Such capability holds enormous implications for medicine, pointing to the potential for determining when and where things go developmentally awry and paving the way to possible solutions.

This sort of breakthrough is one of the long-term goals of theoretical physicists and experimental biologists at UC Santa Barbara, where the Kavli Institute for Theoretical Physics (KITP) is uniting researchers from the disparate disciplines in joint study. Two new grants, together totaling $2 million, are giving those interdisciplinary efforts a big boost.

The Gordon and Betty Moore Foundation has awarded KITP $1.6 million for its ongoing interdisciplinary biology initiatives, including workshops, postdoctoral fellowships, and plans for a new summer program the Santa Barbara Advanced School for Quantitative Biology (SBASQB) aimed squarely at the interface of physics and biology. A $400,000 grant from the Burroughs Wellcome Fund will go exclusively toward the latter endeavor.

"We are profoundly grateful for the extraordinary gift from the Gordon and Betty Moore Foundation, whose steadfast support of scientific research and the pursuit of knowledge in emerging fields is of vital importance. Their grant to KITP will be a tremendous boon to the institute's work at the interface of physics and biology," said UCSB Chancellor Henry T. Yang. "The remarkable generosity of the Burroughs Wellcome Fund provides another lasting benefit by helping to launch the Santa Barbara Advanced School for Quantitative Biology, an innovative, interdisciplinary new course with the potential for groundbreaking scientific discoveries."

Set to welcome its first class in 2013, SBASQB aspires to advance both physics and biology by unifying their practitioners in intensive summer study. Side-by-side in lectures and in the lab, researchers will explore subjects such as morphogenesis, embryology, microbial biology, and evolution. The new program is the brainchild of physics professor and permanent KITP member Boris Shraiman, and Joel Rothman, chair of UCSB's Department of Molecular, Cellular, and Developmental Biology.

"We thank the Moore Foundation for their generosity and their vision in supporting a broader range of activities at the KITP, and we are delighted that, with our proposed course, we were able to rise to the challenge set by the Burroughs Wellcome Fund," Shraiman said.

"It really has been a dream to set up a course like SBASQB," Shraiman added. "It is a merger of two cultures drawing on the lab course tradition in biology and the workshop tradition in theoretical physics and it is going to be a rather unique combination of the two."

Describing SBASQB as the culmination of their shared vision to bring together theorists and experimentalists in an active lab setting, Shraiman and Rothman said the venture was largely inspired by the storied research program at the Marine Biological Laboratory in Woods Hole, Mass., which boasts more than 50 Nobel laureates among its past participants.

What sets such courses apart, said Rothman who likes to think of SBASQB as a sort of "Woods Hole West" is the way they turn scientific convention on its head. The elite, intensive program will, on occasion, see graduate students and postdoctoral students serving as instructors to faculty; theorists engaging in lab work; experimentalists participating in theory-focused lectures; and instructors and students collaborating on experiments. Differentiating SBASQB from Woods Hole: the former will be built on the foundation of the KITP, grounded in the physical science community.

"There is a lot of exciting stuff going on at the interface of traditional, hard physical sciences and biology that I think will engender what really will be a new discipline," said Rothman, who served as Woods Hole summer faculty for 18 years, spending five years as course director. "A new generation of scientists who've had strong training in both realms will ultimately be creating the new departments of quantitative biology."

In fact, a quantitative approach may be essential to scientists as they seek to truly understand, and definitively explain, the most intricate biological problems and processes such as the inner workings of an embryo.

"Biologists like myself have become very good at collecting data, but we're only fair at making sense of that data," Rothman said. "We're missing a major instrument, and that is the math. Math is the language and the tool that really allows you to get insights."

Shraiman concurred, noting, "It won't be a simple 'equation,' but understanding how to encode something as complex as, say, the shape of a limb in DNA is a challenge that will require new tools quantitative tools yet it's not that far off. It's not something we can do today, but it's a safe bet that some of the graduates of our new course will be able to do it in 10 or 15 years."

Facebook might still be working on its own smartphone

In the wake of its IPO, social networking giant could be ramping its mobile plans back up

With the financial world?raising questions about?Facebook's future profitability prospects, the?social media company is reported to be pushing ahead with its long-time plans to produce its own mobile phone. According to its sources,?The New York Times says that Facebook ? which?dropped $1 billion to acquire mobile photo app?Instagram earlier this year ? could introduce its own phone by 2013.

Facebook has hired a team comprised of engineers who helped make the?iPhone, the?iPad, and other mobile devices to design its phone, the report says. At least one member of the group has been in face-to-face meetings with Facebook founder Mark Zuckerberg, who's said to be concerned that, if the company doesn't produce its own handset, it will be forever known as just an app.

The new phone project would be the third Facebook has undertaken since 2010. Its previous efforts have all stalled, although the company has worked with other phone makers, notably HTC, which?introduced the HTC Status in 2011 ? a handset with a physical keyboard and dedicated Facebook button.

Travel + Leisure: America's Worst-Dressed People (PHOTOS)

When it comes to dress sense, what's worse: layer upon bulky layer of long underwear and puffy coats? Flashy, barely-there outfits? Or downright sloppiness?

Travel + Leisure readers rated major destinations in categories including style for the annual America's Favorite Cities survey -- and the results confirm that city dwellers fall short of fashionable in myriad ways. But it's Anchorage that earned the dubious honor of No. 1 worst-dressed city in America.

That's no surprise to Dr. Miriam Jones, a paleoclimatologist who has traveled in and out of Anchorage "too many times to count" during a two-year research stint.

"It's not uncommon to see oversized parkas with fur-lined hoods and bunny boots," she says. "And people aren't alarmed when a person wearing a ski mask enters a room." In Alaska, she adds, men sport beards and flannel in the most unironic way possible: to keep frostbite at bay and their appendages attached.

Dressing well certainly has an element of personal taste, and this survey is based on visitors' perceptions, not scientific fact. So, did T+L readers deem your city to be one of America's worst dressed? Read on to find out, and feel free to defend local fashions in the comments.

  • No. 10 Kansas City, MO

America's No. 1 city for barbecue does not a fashionista make. Kansas City residents are among some of our nation's friendliest, and they can school anyone and everyone about the intricacies of grilling, but it looks like they're lost when it comes to putting together an outfit. <a href="http://www.travelandleisure.com/articles/americas-worst-dressed-people/12" target="_hplink">See More of America's Worst-Dressed People</a> <em>Photo:</em> Ann Shields

  • No. 9 Phoenix/Scottsdale

Here's a hint: if a city has a <a href="http://www.heard.org/currentexhibits/BolaTies.html" target="_hplink">museum exhibit</a> dedicated to the bolo tie, it's not going to be fashion forward. The official neckwear of Arizona (yes, that's a thing) is enjoying a comeback. But sunny Phoenix made the top 10 for spring break destinations -- when attire is almost beside the point. <a href="http://www.travelandleisure.com/articles/americas-worst-dressed-people/11" target="_hplink">See More of America's Worst-Dressed People</a> <em>Photo:</em> iStock

  • No. 8 Portland, ME

With some of the most limited shopping options in America and one of its least diverse populations, Portland isn't where you come to try on cutting-edge clothing. But that's just fine because the city slays the competition in other areas, placing first in <em>five</em> survey categories, including best summer destination and best drivers. <a href="http://www.travelandleisure.com/articles/americas-worst-dressed-people/10" target="_hplink">See More of America's Worst-Dressed People</a> <em>Photo:</em> Courtesy of Greater Portland Convention & Visitors Bureau

  • No. 7 Atlanta

If the flashy reality-TV stars of The Real Housewives of Atlanta are at all indicative of how the rest of Atlanta dresses, it's no wonder our readers ranked it as America's No. 7 least-stylish city. Hotlanta has one of the highest per capita incomes of any southern city, but as the TV show illustrates and the saying goes: money can't buy taste. <a href="http://www.travelandleisure.com/articles/americas-worst-dressed-people/9" target="_hplink">See More of America's Worst-Dressed People</a> <em>Photo:</em> iStock

  • No. 6 Dallas/Fort Worth

Bigger seems to always be better in the Dallas/Fort Worth area; just take one look at the infamously over-the-top JumboTron at the Cowboys Stadium. And when it comes to getting dressed, big hair, conspicuous designer labels and slick snakeskin boots are the norm. "Less is more" is not a phrase heard round these parts. <a href="http://www.travelandleisure.com/articles/americas-worst-dressed-people/8" target="_hplink">See More of America's Worst-Dressed People</a> <em>Photo:</em> iStock

  • No. 5 San Antonio, TX

San Antonio is known for rodeos not runways. Take the famous San Antonio Stock Show & Rodeo, a three-week extravaganza at which you won't feel comfortable unless you're suited up in western attire -- from your head (one of those sweet hats) to your toes (cowboy boots). <a href="http://www.travelandleisure.com/articles/americas-worst-dressed-people/7" target="_hplink">See More of America's Worst-Dressed People</a> <em>Photo:</em> Carol Barrington/SACVB

  • No. 4 Orlando

Orlando was voted the No. 1 family vacation destination, so visitors were likely focused on people seen around the theme parks, which aren't exactly crowded with fashionistas -- enduring Disney World's winding lines in stilettos would be crazy. The city did win raves for its weather and variety of hotel options. <a href="http://www.travelandleisure.com/articles/americas-worst-dressed-people/6" target="_hplink">See More of America's Worst-Dressed People</a> <em>Photo:</em> Ian Dagnall / Alamy

  • No. 3 Baltimore

In a city judged to have fairly offbeat residents, there are bound to be questionable fashion choices. Case in point: the Baltimore Hons, a group of people who sport the '50s cat-eye-glasses look with gusto. Some visitors have their sights focused elsewhere, anyway, using Baltimore as a convenient, affordable base for day trips (ranked No. 12). <a href="http://www.travelandleisure.com/articles/americas-worst-dressed-people/5" target="_hplink">See More of America's Worst-Dressed People</a> <em>Photo:</em> iStock

  • No. 2 Salt Lake City

Voters rated Salt Lake City one of the top 10 quietest cities in the nation and praised it for affordability and cleanliness. But T+L readers didn't equate those squeaky-clean locals with fashion-forward ways -- perhaps because, male or female, there are only so many ways to rock a polo shirt. <a href="http://www.travelandleisure.com/articles/americas-worst-dressed-people/4" target="_hplink">See More of America's Worst-Dressed People</a> <em>Photo:</em> Danita Delimont / Alamy

  • No. 1 Anchorage

In chilly Anchorage, the dress code leans toward practicality rather than fashion, and many residents teeter through the streets bundled as tightly as Randy, the kid brother in "A Christmas Story." Fashion trends take longer to reach this hinterland, but travelers are happy to make the trek regardless -- especially in summer -- and rated the city No. 4 for peace and quiet. <a href="http://www.travelandleisure.com/articles/americas-worst-dressed-people/3" target="_hplink">See More of America's Worst-Dressed People</a> <em>Photo:</em> Nigel Hicks / Alamy

UPMC MyHealth Matters: Prostate Cancer Screening

By Dr. Madelyn Fernstrom

If you?re a man or someone who cares about one, you?ll want to pay attention to the updated government panel recommendations for prostate cancer screening in healthy men. A panel of national experts reviewed the risks and benefits of preventive prostate cancer screening using a blood measurement of PSA, an index of prostate problems.

But the evidence is mixed regarding the survival of prostate cancer, as well as its diagnosis. This is a sensitive test, and the problem is that it can reflect other prostate-related medical problems, not just cancer. This means that a higher PSA level might not mean cancer much of the time ? what?s called a ?false positive? result.

Strategies for ?early detection? of any medical illness are always being developed and refined. With prostate cancer screening, the panel reflects the view that this should now be a more personalized health decision, requiring a conversation with your doctor to discuss the pros and cons of screening.
This task force also urged that doctors understand the evidence, but they also individualize decision making for a particular patient or circumstance.

This is another example of medical progress; it should not be cause for alarm or confusion. As more evidence-based information is accumulated regarding the risks and benefits of medical screenings, it?s important to open a dialogue with your doctor about what is best for you.

Population data do not always apply to the individual. Become an informed and empowered health care consumer for yourself and those you care about.

First ever Google Glasses video unveiled ? shot on a trampoline

project-glass

The first ever video shot with Google's Project Glass high-tech specs has been unveiled by the Internet giant. A trampoline is involved. And a bit of bouncing.

Google?s high-tech specs bounced back into the headlines on Friday when the company released a video shot by someone wearing the special glasses while using a trampoline.

The 15-second video was posted on Google+ this week, alongside a bunch of photos also taken with the specs.

Shot in 720p, viewers get to see a point-of-view shot of someone (presumably not Sergey Brin, though who knows?) wearing the glasses while bouncing up and down on a trampoline, throwing in a few backflips for good measure. And yes, the specs stay on.

The video (you can check it out below) displays none of the glasses? expected augmented reality features ? so no on-screen information about local weather conditions, no location shown on Google Maps and no ads featuring trampoline stores in the area.

Up to now Google has given little indication as to when the smartphone-on-your-face spectacles might be launched ? engineers no doubt still has much work to do on their development and design. There is also a dearth information regarding possible price, though we wouldn?t be surprised to see them costing around the same as a high-end smartphone.

After much speculation about the possibility of Google working on the creation of futuristic specs, the company finally came clean last month, announcing it was indeed developing AR glasses. Calling its endeavor Project Glass, Google said in a blog post that its plan is to ?help you explore and share your world, putting you back in the moment.?

The Mountain View company has some competition though ? soon after it announced Project Glass, sunglasses maker Oakley piped up and said it too has been working on producing a pair of AR glasses. Oakley said it?s been developing its specs for the last 15 years. Let?s hope Google doesn?t take that long with its own design.

Technology to keep you fit

Technology to keep you fit(ARA) ? As Americans? appetites for new gadgets grow, so do our waste lines. But what if your iPad or smartphone or even your gaming system could help you get in shape and stay there? While your smartphone can?t double as a dumbbell, all that technology you?re lugging around actually can help get and keep you fit.

If you?re always on the go, start measuring just how far you are going with a pedometer application for your smartphone. And kick it up a notch with one that will post your results to your Facebook page. ?Not only does it track you, but it let?s all your friends know if you?re slacking,? says Shannan Wheaton, academic director for Graphic Design and Web Design & Interactive Media at The Art Institute of Ohio ? Cincinnati. You can take your workout to the next level with race training apps that will help to pace you, maximize your potential and get you ready for your first 5K or fifth marathon.

If you?re always eating out or want to know just how much of a caloric punch that a gallon of ice cream really packs, there are plenty of apps that will help you count your calories. You can choose from thousands of restaurant menus stored on the app or choose your favorite supermarket foods. The apps will even help you calculate how many calories per day you should consume based on your current height, weight and goals. Those apps also allow you to track the calories you burn during exercise and take that into account when giving you a daily calorie allotment.

And if you can?t be bothered to type in your food selection, Ted Long, academic director of Web Design & Interactive Media, Digital Filmmaking & Video Production and Visual Effects & Motion Graphics at The Illinois Institute of Art ? Schaumburg has a solution. ?Mealsnap lets you take a picture of the food you?re about to consume and gives you the calorie count by comparing your image to the images it has stored in its database,? he says.

Once you get home and start charging your phone, you may want to unwind with your Xbox, Wii or Playstation. Good thing all three systems have interactive workouts that could have you doing crunches, boxing against a virtual opponent or dancing the pounds off. ?Any activity you can do outside, like cross country skiing or baseball, you can do with these gaming systems,? says Li Harmon academic director of Game Art & Design, Media Arts & Animation and Visual Effects & Motion Graphics at The Art Institute of Las Vegas. Harmon adds that some of these games even make you feel guilty if you haven?t done your virtual workout in a while.

If you?re always heading out of town on business and don?t want to sweat it out at the hotel gym, take your virtual yoga instructor with you. Long says there?s a yoga app that comes with HD video so you can see each of your instructor?s positions more clearly.

Wheaton says there?s more of that kind of workout coming in the future. ?We?re heading toward a video world and we?re going to see more virtual personal trainers in the future.?

Just how effective will all these technologies be in the long run? Wheaton, Long and Harmon all agree, that just like a gym membership, you have to use it to get results.

Stop That Splitting Headache ? Page 1 ? MSN Health ? Headaches ...

About once a month, usually around my period, I start feeling sort of?off. My neck gets tight and achy, and I can?t think as clearly as usual, like my mental gears are gummed up. That slow-brain feeling, I?ve learned over the years, is not a good sign. It means I?m about to get a migraine. It?s my cue to be careful? ? to steer clear of red wine and sugar, two sure triggers when I?m in that sensitive state, and to get enough rest since lack of sleep can tip me over the edge, too.

Even so, if anything in my routine is out of whack ? ?if I don?t eat often enough, or if I become overly stressed ? ?I can count on one or two days of misery. Head-pounding, nauseated, verge-of-tears misery.

Sound bad? Compared to many of the 30 million migraine sufferers in the U.S., my experience is fairly mild. Several years ago, the massive American Migraine Prevalence and Prevention Study found that half of those who struggle with migraines can?t do household chores and a third forgo family or social activities. That?s a whole lot of agony, and it affects three times as many women as men, largely because the ups and downs of our hormones seem to make us more susceptible, according to Andrew Charles, MD, professor and director of the UCLA School of Medicine?s Headache Research and Treatment Program.

A migraine isn?t just a headache; it?s a neurological disorder, often inherited, in which triggers ranging from stress to certain foods to even changes in the weather set off a chain reaction in the brain that results in intense pain.

Most migraine sufferers are between the ages of 20 and 50? ? women in full-speed-ahead career/family/juggling mode. We?re talking about multitaskers who definitely can?t afford a day or two (or more) of feeling cruddy. And yet most don?t get effective treatment, even though there are plenty of options. ?Many people still don?t know what migraines are or that there?s good help available,? says Stewart Tepper, MD, a headache specialist at the Cleveland Clinic?s Center for Headache and Pain.

In fact, many women don?t even realize that they?ve got migraines in the first place. The truth is, most bad headaches ? ?the ones that make getting through the day a chore or make you feel nauseated or sensitive to light ? ?are the Big M. ?They?re more common than we used to think,? Dr. Charles says. ?Nearly 48 percent of all women will have a migraine at some point in their lives.?

Migraine Relief

Date:10/19/2011Duration: 001:0010Video By: HealthDay

Exercise may work as well as medicine to reduce painful headaches.

Although tension headaches affect more people, they?re far less debilitating and easier to deal with. Studies have found that most people who complain to their doctors about headaches have migraines? ? as do nearly 90 percent of people who think they have sinus headaches.

That?s why it?s so important to understand migraines ? ?why we get them, what triggers them, how to prevent them, and the most effective ways to treat them at every stage.

Pre-headache: Prevent it

The best migraine defense is a good offense? ? stopping it before it starts. ?One of the most effective things you can do is maintain regular habits and try to keep your life on an even keel,? says Peter Goadsby, MD, director of the University of California?San Francisco Headache Clinic. Eat, sleep, and exercise regularly (studies have shown that both cardio and stretching are effective at reducing headaches), and try to control your stress, since that is the number-one migraine trigger.

Lifestyle changes.? Two options proven to help: biofeedback and cognitive behavioral therapy. With biofeedback training, technicians attach electrodes to your head and neck to measure muscle tension and relaxation, so you not only learn to recognize those states but to control them. And in cognitive behavioral therapy, you learn relaxation strategies, like meditation.

?You get about a 55 percent reduction in headache frequency, on average, with behavioral approaches,? says Donald Penzien, PhD, director of the Head Pain Center at the University of Mississippi Medical Center, ?so long as you make an effort to put the techniques into practice.?

Training costs between $70 and $250 a session, but it?s usually covered by insurance. And when Penzien and his colleagues studied the cost of behavioral therapies a few years ago, they found that most people learn the techniques in just a few sessions.

FACT CHECK: Obama off on thrifty spending claim

(AP) ? The White House is aggressively pushing the idea that, contrary to widespread belief, President Barack Obama is tightfisted with taxpayer dollars. To back it up, the administration cites a media report that claims federal spending is rising at the slowest pace since the Eisenhower years.

"Federal spending since I took office has risen at the slowest pace of any president in almost 60 years," Obama said at a campaign rally Thursday in Des Moines, Iowa.

The problem with that rosy claim is that the Wall Street bailout is part of the calculation. The bailout ballooned the 2009 budget just before Obama took office, making Obama's 2010 results look smaller in comparison. And as almost $150 billion of the bailout was paid back during Obama's watch, the analysis counted them as government spending cuts.

It also assumes Obama had less of a role setting the budget for 2009 than he really did.

Obama rests his claim on an analysis by MarketWatch, a financial information and news service owned by Dow Jones & Co. The analysis simply looks at the year-to-year topline spending number for the government but doesn't account for distortions baked into the figures by the Wall Street bailout and government takeover of the mortgage lending giants Fannie Mae and Freddie Mac.

The MarketWatch study finds spending growth of only 1.4 percent over 2010-2013, or annual increases averaging 0.4 percent over that period. Those are stunningly low figures considering that Obama rammed through Congress an $831 billion stimulus measure in early 2009 and presided over significant increases in annual spending by domestic agencies at the same time the cost of benefit programs like Social Security, Medicare and the Medicaid were ticking steadily higher.

A fairer calculation would give Obama much of the responsibility for an almost 10 percent budget boost in 2009, then a 13 percent increase over 2010-2013, or average annual growth of spending of just more than 3 percent over that period.

So, how does the administration arrive at its claim?

First, there's the Troubled Assets Relief Program, the official name for the Wall Street bailout. First, companies got a net $151 billion from TARP in 2009, making 2010 spending look smaller. Then, because banks and Wall Street firms repaid a net $110 billion in TARP funds in 2010, Obama is claiming credit for cutting spending by that much.

The combination of TARP lending in one year and much of that money being paid back in the next makes Obama's spending record for 2010 look $261 billion thriftier than it really was. Only by that measure does Obama "cut" spending by 1.8 percent in 2010 as the analysis claims.

The federal takeover of Fannie Mae and Freddie Mac also makes Obama's record on spending look better than it was. The government spent $96 billion on the Fannie-Freddie takeovers in 2009 but only $40 billion on them in 2010. By the administration's reckoning, the $56 billion difference was a spending cut by Obama.

Taken together, TARP and the takeover of Fannie and Freddie combine to give Obama an undeserved $317 billion swing in the 2010 figures and the resulting 1.8 percent cut from 2009. A fairer reading is an almost 8 percent increase.

Those two bailouts account for $72 billion more in cuts in 2011. Obama supported the bailouts.

There's also the question of how to treat the 2009 fiscal year, which actually began Oct. 1, 2008, almost four months before Obama took office. Typically, the remaining eight months get counted as part of the prior president's spending since the incoming president usually doesn't change it much until the following October. The MarketWatch analysis assigned 2009 to former President George W. Bush, though it gave Obama responsibility that year for a $140 million chunk of the 2009 stimulus bill.

But Obama's role in 2009 spending was much bigger than that. For starters, he signed nine spending bills funding every Cabinet agency except Defense, Veterans Affairs and Homeland Security. While the numbers don't jibe exactly, Obama bears the chief responsibility for an 11 percent, $59 billion increase in non-defense spending in 2009. Then there's a 9 percent, $109 billion increase in combined defense and non-defense appropriated outlays in 2010, a year for which Obama is wholly responsible.

As other critics have noted, including former Congressional Budget Office Director Douglas Holtz-Eakin, the MarketWatch analysis also incorporates CBO's annual baseline as its estimate for fiscal years 2012 and 2013. That gives Obama credit for three events unlikely to occur:

?$65 billion in 2013 from automatic, across-the-board spending cuts slated to take effect next January.

?Cuts in Medicare payments to physicians.

?The expiration of refundable tax cuts that are "scored" as spending in federal ledgers.

Lawmakers are unlikely to allow the automatic cuts to take full effect, but it's at best a guessing game as to what will really happen in 2013. A better measure is Obama's request for 2013.

"You can only make him look good by ignoring the early years and adopting the hope and not the reality of the years in his budget," said Holtz-Eakin, a GOP economist and president of the American Action Forum, a free market think tank.

So how does Obama measure up?

If one assumes that TARP and the takeover of Fannie and Freddie by the government as one-time budgetary anomalies and remove them from calculations ? an approach taken by Holtz-Eakin ? you get the following picture:

?A 9.7 percent increase in 2009, much of which is attributable to Obama.

?A 7.8 percent increase in 2010, followed by slower spending growth over 2011-13. Much of the slower growth reflects the influence of Republicans retaking control of the House and their budget and debt deal last summer with Obama. All told, government spending now appears to be growing at an annual rate of roughly 3 percent over the 2010-2013 period, rather than the 0.4 percent claimed by Obama and the MarketWatch analysis.

Minute by minute, Nasdaq chaos engulfed Facebook IPO

(Reuters) - Dead silence.

For nearly 20 minutes on the morning of Facebook Inc's trading debut last Friday, the line Nasdaq had opened up to keep traders informed about the social media company's $16 billion IPO had been mute. Well after the stock was supposed to have opened at 11 a.m. New York time, no one from Nasdaq was talking - and there was still no sign of trading.

Finally, at 11:28 a.m., an unidentified person announced that the shares would open in about 2 minutes. Nasdaq also said orders and cancellations were still being processed, according to several sources listening to the call.

Those crucial 20 minutes created confusion that turned into chaos over the next few hours as market makers - the brokers who quote bid and offer prices - struggled to figure out what was happening. They were rebuffed in their attempts to get Nasdaq to halt trading and sort out a growing number of problems.

A lack of communication and, some say, misinformation from Nasdaq may have been central to the failed debut of Facebook's shares. Market makers - crucial to the smooth operation of stock trading - were unsure about their exposure for hours. Investors were in the dark as to whether their trades had gone through, in some cases for days afterwards.

The turmoil caused the four big market-makers for Facebook's stock, Knight Capital Group, Citigroup's Automated Trading Desk, Citadel Securities, and UBS AG to lose around $115 million between them.

"There was very little if any communication from Nasdaq throughout the entire process," said Mark Turner, head of trading at Instinet, another market-maker based in New York. "As a matter of fact, we feel there was miscommunication."

Instinet said it also suffered a loss, though it wasn't specific other than to say it was significantly less than the $30-35 million reported by Knight.

The precise actions taken by Nasdaq officials last Friday are still unclear. Spokespeople for Nasdaq declined numerous requests for comment, referring Reuters to a status alert issued on Monday that outlined some of the problems encountered and some of the steps it took in an attempt to resolve them.

FIST-PUMPING

The Nasdaq call, led by Nasdaq Vice President Todd Golub, according to sources, was scheduled to last 2 hours from 10:15 a.m. to 12:15 p.m. to make sure that the exchange was keeping in close touch with the market. It is a normal event for a big IPO.

However, this call stretched into the late afternoon, as the most anticipated new U.S. stock offering in years turned into one of the ugliest.

The fallout from the events last Friday has become a continuing nightmare for Nasdaq OMX Group, which wooed the social media network for months and openly prides itself on its technology.

The result is another black eye for an exchange industry already suffering because investors not only lost confidence in the financial crisis but through the "flash crash" in May 2010 when $1 trillion in shareholder equity was temporarily wiped out in a matter of minutes.

Nasdaq CEO Bob Greifeld pumped his fist at the symbolic opening bell ceremony at Facebook's headquarters in Menlo Park, California next to Facebook CEO Mark Zuckerberg an hour-and-a-half before the company's stock was due to start trading. There were no outward signs then of the problems that were about to unfold back on Wall Street.

At 10:58 a.m., Nasdaq issued a notice that the Facebook opening would be delayed until 11:05 a.m. IPO delays of that nature are not unusual, especially with a massive launch like Facebook.

But then the revised start time passed without an opening trade on the stock. Minutes passed as traders waited. Nasdaq's next communication came at 11:13 a.m., when it noted in a terse emailed message to people who subscribe to the exchange's alerts that Nasdaq is "experiencing a delay in delivering the opening print in Facebook," with no other details.

Meanwhile, market-makers were receiving messages about their orders that later proved to be inaccurate. They say they were told during the period between 11:05 and 11:30 a.m., when the stock finally opened, that orders were still being taken for the opening price.

"Nasdaq representatives were stating right up until 11:29 that they were still accepting orders in Facebook for the open," said Turner of Instinet.

But that wasn't the case. Later, Turner said he was told that orders submitted up to 25 minutes before the opening were either canceled or not submitted into the marketplace until about 1:50 p.m. - more than two hours later. Other market makers received similar messages.

Behind the scenes, the massive order volume was overwhelming Nasdaq's systems.

Orders that were supposed to be processed in 3 milliseconds were taking 5 milliseconds, said one person familiar with exchange operations. This proved to be a major problem: In the extra two milliseconds new orders flooded in, thwarting the system's ability to establish an opening price for the stock and leading to a backup in unprocessed orders.

"This is starting to get bizarre," Wayne Kaufman, an equity market strategist at brokerage John Thomas Financial, said from the firm's trading floor on Wall Street, around 11:15 a.m.

Finally, the decision was made to put through a fix to the systems problem and get the stock trading. That move to a secondary matching engine used the order book as it appeared at 11:11 a.m. - but this meant new orders and changes in orders that came in later did not show up in the opening price. A matching engine is a computer that pairs bids and offers to complete trades.

Eric Noll, Nasdaq's head of transaction services, said in a statement earlier this week that the fix instead led to 2-1/2 hours of uncertainty during which brokers were unable to see the results of their trades.

TRADING HALT?

The stock opened at 11:30:09 a.m. at $42.05 a share. An investor looking at a quote screen might have thought the trouble had ended there. In reality, the problems were about to worsen.

After initially heading to a high of $45, the stock soon began to plunge towards its issue price at $38. Lead underwriter Morgan Stanley stepped in to defend the stock while some others - unsure whether their orders had been processed or not - backed away from trading or decided to sell.

If confidence is undermined at the open, people "pull back because their orders are essentially going into a black hole," said former Nasdaq Vice Chairman David Weild.

Clients were telling their brokers they had not received confirmation of orders - which normally come through in seconds.

"Multiple market makers called Nasdaq and asked them to halt the stock and said, 'You have a problem and it's getting worse,' and their response was, 'The stock is trading normally,'" said an executive at one market-maker.

It is unclear who would have the authority to halt the stock. Nasdaq would not comment on whether it considered such a move.

For market-makers, the chaos was particularly problematic because they didn't know what they and their clients owned, and at what price.

"Should I be selling stock, should I be buying? And what's my price point?" said another official at a market-making firm. "You just don't know, so you were in effect flying blind until 2 o'clock."

ANEMIC

The Nasdaq call had been a one-sided affair with the market makers apparently placed on mute by Nasdaq throughout. In a sign of how desperate the market makers were getting, they even attempted to ask questions which were probably never heard, said Turner, who called the information flow "anemic at best."

Nasdaq was telling call participants with questions to call the transaction services line. Some calls were not answered, and those who had their calls answered encountered delays of 45 minutes to an hour, the market-makers said.

Nasdaq posted few status updates. Shortly before noon the exchange said in an email it was investigating the delivery of trade execution messages. An hour later, it said it was still working on those issues.

Investors weren't sure if their orders had been filled, prompting some to cancel. That led to losses for market makers who have also, in many cases, compensated their clients for losses on delayed trades.

Finally, at 1:47 p.m. Nasdaq said it would electronically process all orders that were supposed to have been done at the opening price at 11:30 a.m.

That meant that more than 12 million Facebook shares traded between 1:49 p.m. and 1:51 p.m., one of the busiest periods for the stock that day, according to Thomson Reuters data.

But market participants say these trades, according to time-and-sales data, did not appear to be executed at the opening price of $42.05. Instead they were recorded at the then prevailing lower price.

"Those trades that came across at 1:50 should have had an indicator on them called a late sale - in other words, these are not trades that just happened, these happened two hours ago," said Joe Saluzzi, co-head of trading at Themis Trading in Chatham, New Jersey.

The barrage of orders added to selling pressure as it created the perception that a lot of investors were still trying to get out of the stock.

The stock wobbled around $40 a share for another hour when more sellers came in, dropping the price to near the $38 issue price - where it spent several agonizing minutes as lead underwriter Morgan Stanley defended that level. Facebook's shares closed that day at $38.23, but have since slumped and ended this Friday at $31.91.

The problems from Facebook's debut prompted Nasdaq to say on Monday that it was changing its IPO procedures, and would use the software it currently runs for its regular opening and closing numbers for future IPOs, rather than the software in place during Facebook's market launch.

That may not be enough for traders who feel burned.

Or, as one market-maker put it: "Why didn't you just halt the stock?"

First video taken with Google Glasses shared

1 day

Google has publicly unveiled new photos and the first video from the real view of their augmented reality glasses prototype. The images show what the wearer sees while reading a newspaper, catching a football in the backyard and helping a smiling child play on the jungle gym.

Such views don't necessarily represent anything people haven't seen before with head-mounted portable cameras. But they do hint at how Google Glasses could enable many people beyond geeky life-casters to capture a diverse array of moments in their lives ? the video shows the bouncy viewpoint of the Google Glasses wearer doing flips on a trampoline.

Google tech lead Max Braun showed off the photos and video at the Google + Photographer's Conference on May 23.

The Internet search giant has yet to show off real images or photos of how the glasses could seamlessly integrate virtual information with what a person sees in the real world. Its earlier unveiling of "Project Glass" included a concept video that imagined a wearer getting social calendar reminders and map directions in his field of view.

Still, many members of the public still seem enthusiastic about just having a pair of glasses with a small camera attached. One of the top comments on the YouTube video of the trampoline jumping simply stated "Shut up and take my money!"

The most popular comment of all had a perhaps tongue-in-cheek suggestion for using the Google Glasses ? "Good for POV [point-of-view] porn."

Review: Salt & Straw - - Portland Food and Drink

Salt & Straw Ice CreamWhen I was growing up, on hot summer days dad used to get everyone into the car and head out to Lancaster, California to pick fat juicy cherries and sweet peaches from the old orchards. We?d make a day of it, hiking in ?The Devil?s Punchbowl1?, having a burger at some roadside dive and driving home tired and happy, the smell of ripe fruit playing harmony with the music on the car radio. I remember one year Dad had to swerve when a car pulled in front of us and the trays of overripe strawberries flew through the air. When he eased to the shoulder of the road and yanked open the door on the old VW bus, it looked like someone had been horribly disemboweled on the back seat.

The next day we?d run out to the back porch, and he?d pull out the old hand-cranked wooden ice cream freezer, packing it with ice and rock salt shaken out of big paper sacks. All of us would take our turn, arms aching, trying to keep the cold metal cylinder spinning as the ingredients inside transformed into the magic of creamy, velvety ice cream. Gathering around as he removed the dasher, the cold cream would drip off and we?d all try to catch it with paper cups. While it set up in the freezer, Dad started the barbecue, and he and I would grind meat for hamburgers, carefully shaping them with a gentle touch. After they were eaten, fingers slick from buttery corn, cold bowls would be passed around the back porch, and there would be silence broken only by the slow scraping of spoons.

Dad was ahead of his time. All these years later I remember him making multiple batches, trying to get the flavors balanced just right. A man way ahead of his time, when the strawberries were especially good, he?d make freezer sorbet with cracked black pepper and a dash of vinegar.

Sitting with him in the kitchen while he made the batter, tasting, adjusting, and then seeing how the tastes changed again as it was frozen, I learned how difficult it is to adjust the recipe, especially as the flavor of ingredients changed intensity from year to year. He?d let me experiment with little batches, and I?d do my best to come up with new ideas. I wasn?t up to the task, as I always wanted to use my favorite foods; abalone, lobster and clam ice creams just don?t work.

Memories of those warm Sundays have drifted through my dreams ever since Salt & Straw Ice Cream opened on Alberta Street last year. Now with a second place on NW 23rd, lines are queuing at the door for good reason.

What sets Salt & Straw apart? It?s not only a step into the past when batters had a much higher percentage of milk-fat, but even more importantly, the balance achieved within the panoply of ingredients. Take a look at the current list of flavors:

Salt & Straw Alberta

Alberta Store

  • Pear and Blue Cheese
  • Sea Salt & Caramel Ribbons
  • Double Fold Vanilla
  • Chocolate and Gooey Brownies
  • Strawberry Balsamic and Black Pepper (be still my heart!)
  • Cinnamon Snickerdoodle
  • Coffee and Cocoa Nibs
  • Almond Brittle and Salted Ganache
  • Banana and Spicy Monkey Caramel and Walnuts

That?s just the regular flavors. Here are the seasonal:

  • Arbeguina Olive Oil
  • Dandelion Sorbet & Edible Wildflowers
  • Rhubarb & Toasted Anise Crumble
  • Honey Lavendar
  • Sweet Heat Apricot, Wheat Ale & Candied Peppers
  • Black Currant Sorbet

There is a lot that can go wrong with these combinations. I was a bit nervous about the pear and blue cheese, but once I tried it? crumbles of Rogue?s Crater Lake Blue and Truitt Brother?s pears? need I say more? Now I just throw caution to the wind and order a random flavor. Sweet heat Burnside Brewing Apricot Wheat Ale with candied Scotch bonnet peppers is a hot August afternoon on a cone. The classic combination of strawberries from Oregon Hill farms, honey balsamic from Honey Ridge Farms, and black pepper from Pohnpei made me flash back to a gelato I had in Rome. Cinnamon Snicker Doodle is made with Red Ape cinnamon from a spice company in Eugene which donates part of the proceeds to save the orangutans in Sumatra where the cinnamon is harvested ? no guilt ? I do it for the orangutans.

I could spend a lot more words discussing each flavor, but there isn?t much point, as these things are highly subjective. Just keep a few things in mind. The ice creams here aren?t the sugar bombs you may be used to; you?ll probably find this a good thing. If you try one and you don?t like it, don?t write off Salt & Straw. Try something else. Their most popular flavors are the Blue Cheese & Pear and the Salted Caramel. I thought I?d love the latter, but I didn?t, however the first made my toes curl in a good way. O Magazine raved about the Arbequina Olive Oil combination. While I appreciated the subtle grassy peppery flavor, a friend just thought it was greasy. Also, think about how different scoops will combine. Remember, this is high fat stuff, so it tends to be soft and flow together.

The staff is very patient, but do the people in front of me really need to try six flavors when the line behind them winds around the corner? I think not. I?d leap over the case and suffocate them, face down in Dandelion Sorbet.

Salt & Straw makes their own cones, and has floats, shakes, sundaes and a full line of breakfast pastries, cookies and desserts which are baked in-house. I have not tried them, as everyone knows that type of thing is fattening.

Single $3.75, double $5.75, Kid?s $2.75, Pints $8. Floats/shakes/sundaes $5 ? $6.75

2035 NE Alberta St., Portland ? 11am ? 11pm daily.
