With more carriers pushing unlimited calling plans, we can't say there's necessarily a need for the friends and family features of yesteryear on this side of the Atlantic, but plenty of networks beyond the good ole US of A are a bit more stingy when it comes to tallying talk time. The latest Google patent application to be published was filed last December and covers exactly this type of scenario, suggesting that the Google+ profile of the future could include an option to create a "Telco Co. Preferred Calling" circle, which would theoretically enable free calling between yourself and a small group of friends.

According to the application, semi-public information, such as a telephone number, would be shared between Google and a registered service provider, and you would maintain discount calling relationships from within Google+, adding and dropping callers to and from your online contacts list. You could also dictate custom rules, such as ringtones for contacts in specific groups, or create carrier-branded circles that are populated with your friends on the same network, making it easier to determine whether or not you'll be billed for calls to a particular user. Strauss-Kahn and wife have separated: source

PARIS (Reuters) - Former International Monetary Fund chief Dominique Strauss-Kahn, who is facing a probe into his alleged involvement with a prostitution ring in France, and his wife have separated, a source said.

Anne Sinclair, a wealthy heiress who recently relaunched her media career as a news editor at the Huffington Post's French edition, and Strauss-Kahn separated about a month ago and they are living in separate residences in Paris, said the source, who is close to Strauss-Kahn.

The weekly magazine Closer earlier reported in its online edition that Sinclair threw Strauss-Kahn out of their home in central Paris.

Lawyers for the couple said they intended to sue the magazine for invasion of privacy over the report, which also appeared on the front page of the print edition and in an article inside.

"Dominique Strauss-Kahn and Anne Sinclair have decided to sue this publication for invasion of privacy," lawyers Frederique Baulieu, Richard Malka and Henri Leclerc said in a statement.

Strauss-Kahn is under investigation in France to establish whether he knew he was dealing with prostitutes and pimps when he attended sex parties in northern France, Paris and Washington in 2010 and 2011 allegedly organized by business acquaintances.

Public prosecutors last month widened the inquiry to include a possible gang rape charge after a prostitute told them Strauss-Kahn and friends had forced her to have sex in a group when she came to Washington to meet him in December 2010. The woman has not filed a formal complaint.

Strauss-Kahn denies knowing that the women at the parties were prostitutes or that there was any violence.

His career at the head of the Washington-based IMF was cut short when he was arrested in New York in May 2011 on charges, which he denied and that have since been dropped, of attempting to rape a hotel maid. After criminal charges were abandoned over concerns about her credibility, the maid, Nafissatou Diallo, pressed ahead with a civil case.

Strauss-Kahn, a former French finance minister, and Sinclair have been married for 20 years. She stuck close by him when he faced the rape accusations in New York.

The scandal destroyed his hopes of running for French president in the April-May 2012 election for the Socialist Party, which instead won power under Francois Hollande.

News of the separation comes after weeks of media speculation that the relationship was under pressure, in part as Strauss-Kahn grew depressed at his lack of career options.

"He's in a bad way. It's very sad," a person who knows Strauss-Kahn and recently saw him socially told Reuters this month. "He's mostly just at home on his own while Anne is out and about with her new job. He's shunned by everybody."

Czech "Science Is Beautiful" photo and illustration competition explores the wondrous worlds discovered via scientific investigation


Life is filled with unexpected moments of beauty, something those on a lab bench know just as well as any poet. The third annual Science Is Beautiful competition at Charles University in Prague allowed students and faculty to share these moments through photographs, digital imagery and illustration.

"What is beautiful about science?" asked Bohuslav Ga?, dean of the university's Faculty of Science, which organized the competition, during his introductory speech at the exhibition of winning entries. "Two things: the enchantment in the discovery of the unknown and the delight in the elegance of ideas and shapes. The last one we can fully perceive in the present exhibition."

The contest, which debuted in 2009, aims to share science's esthetic with the general public, raising awareness of the marvels scientists encounter daily. The winning entries cross disciplines, setting mathematical models and crustacean anatomy side by side. Each image blurs the distinction between art and science, from a da Vinci?esque painting of a fetus in utero, to a photograph of magnified mineral surface with a palette that would have pleased Kandinsky.

The competition received 281 entries, and jurists included a number of prominent Czech scientists and artists, including a singer?songwriter-cum-dragonfly-photographer as well as the founder of the Digital Imaging Laboratory of the Academy of Sciences of the Czech Republic. In addition, the general public could comment on and rate entries online to elect a people's choice winner, which was announced alongside the jury's selections.

Winners could place in one of four categories: scientific microphotography, scientific photography, scientific illustration or virtual nature. In addition, the jury chose a grand prize?winner who received 12,000 Czech crowns.

The jury announced winners of the 2011 competition on December 14, 2011. This past May, the Czech edition of Scientific American shared a selection of winners and other outstanding entries. You can see more images from 2011 and previous years at the competition's Web site (in Czech).

In a Q & A session during the conference Stewart also stated that, ?men with normal, or ?benign? biopsy findings, would benefit by having their biopsy tissues tested with ConfirmMDx.? In other words, the result of this test would help both the urologist and the patient decide if a repeat prostate biopsy would be necessary.

Consequently, because biopsies present certain risks, many men refuse to undergo repeated biopsies even though they fear their initial biopsy has presented a false?negative result. These patients that avoid additional testing may be putting themselves at a greater risk of undetected cancer and advanced progression of the disease. Overall, this test will provide a more effective sorting of high-risk patients from true-negative patients, thereby reducing unwanted invasive procedures and the issues such as infection and trauma that are associated with these procedures.

Alaska glacier wreckage may be 1950s military plane

ANCHORAGE, Alaska (AP) ? The wreckage of a military plane found this month on an Alaska glacier is that of an Air Force plane that crashed in 1952, killing all 52 people aboard, military officials said Wednesday.

Army Capt. Jamie Dobson said evidence found at the crash site correlates with the missing C-124A Globemaster, but the military is not eliminating other possibilities because much investigation still needs to be done.

Processing DNA samples from relatives of those on board the plane could take up to six years, Dobson said.

"We're still at the very beginning of this investigation," she said. "This is very close to the starting line, not the finish line."

The Alaska National Guard discovered the wreckage and possibly bones June 10 on Colony Glacier, about 40 miles east of Anchorage. The wreckage was spotted soon after the heavy transport plane vanished Nov. 22, 1952, with 41 passengers and 11 crew members, but it became buried in snow and likely churned beneath the surface of the glacier for decades, Dobson said.

"The ice gives up what it wants to give up when it wants to give it up," she said. "It's really in control."

The plane went down on a flight from McChord Air Force Base in Washington state.

An Associated Press report on Nov. 24, 1952, said the Globemaster was the third big Air Force transport plane to crash or vanish in Alaska that month and the sixth around the Pacific Rim.

Soon after the crash, a 12-member military team tried three times to make it to the site, but was thwarted by bad weather, said Tonja Anderson, whose grandfather Isaac Anderson was among those on board the doomed flight. The 41-year-old Tampa, Fla., woman has researched the crash for 12 years since her grandmother, now deceased, gave her details of the airman who died at age 21, leaving behind a young widow and 1 ?-year-old son.

"I'm overwhelmed," Anderson said Wednesday about the positive identification. It's something she has tried to long get from the military, she said, only to be told that recovering the remains from the plane's hidden grave was unfeasible and would be too expensive.

"If they can bring me one bone of my grandfather or his dog tag, that would be closure for me," she said.

Days after the Globemaster went down, a member of the Fairbanks Civil Air Patrol, along with a member of the 10th Air Rescue Squadron, landed at a glacier in the area and positively identified the wreckage as the Globemaster.

According to an AP account, the civil air patrol member was Terris Moore, who was president of the University of Alaska. After returning from the site, he told reporters that the plane "obviously was flying at full speed" when it hit Mount Gannett, sliding down the snow-covered cliffs, exploding and disintegrating over two or three acres.

Only the tail and flippers of the craft were intact, but the tail numbers were enough for an identification. Moore said blood was found on a piece of blanket and there was a "sickly-sweet smell of death."

The debris was discovered June 14 while Alaska National Guardsmen were flying a Blackhawk helicopter during a training mission near the glacier. The guardsmen flew over the area several times.

Federal aviation officials implemented temporary flight restrictions over the area while the military investigation was conducted.

An eight-man Joint POW/MIA Accounting Command arrived last week, military officials said. It completed its work Tuesday at the glacier.

The team recovered materials like a life-support system from the wreckage and possible bones from the glacier. The evidence was being taken to the command's lab in Hawaii for analysis.

Q&A with Singer, Songwriter Tamar Kaprielian | Armenian Weekly

NEW YORK (A.W.)?Weekly contributor Lori Cinar recently had the chance to interview Tamar Kaprelian, a budding singer-songwriter originally from Arizona whose new album, ?California,? was released on June 19. Read on to find out about her life, influences, and plans for the future.

 Q&A with Singer, Songwriter Tamar Kaprielian

Kaprielian?s album ?California? was released on June 19.

Lori Cinar: Where are you originally from? Where do you live now?

Tamar Kaprelian: I was born in Scottsdale, Az., but I moved around quite a bit as a kid. I lived in Atlanta, Ga. for 6 years and in Los Angeles, Calif. for 10. Currently, I am living in New York City.

?

LC: How did you get started musically? Did you always like to sing or was it something that developed over time?

TK: According to my parents, I was singing before I was talking, so music was something that always came naturally to me?it has always been something that I love. I started writing songs when I was 15 and started developing my craft as a songwriter from that point on.

?

LC: Your name really got out there during the OneRepublic cover contest with your rendition of the song ?Apologize.? Can you tell us more about that experience?

TK: My producer Xandy Barry told me about the contest and suggested that I enter it. I taught myself the song on the piano that same day, recorded the cover in one-take, and submitted it?not having any expectations from it. Two weeks later, I got an e-mail from Interscope Records saying that I had won the contest and that they wanted to set up a meeting. That meeting led to a record deal, which led to me recording my first album, ?Sinner or a Saint.?

?

LC: Some of your music has been featured on shows like MTV?S ?The Hills.? How does that make you feel as a new artist?

TK: When you work in an industry that is constantly changing, new methods of getting your music out there for people to discover you becomes a crucial part of the process. My songs are upbeat and positive and I hope to find many more opportunities similar to ?The Hills? sync as a way of exposing my music to new audiences.

LC: Do you write your own songs or music? What is your inspiration?

TK: I do write my own material and I find that process to be very therapeutic. I find inspiration from everything around me, from great music (such as Billy Joel and Paul McCartney), from great books, from inspiring films.

?

LC: How have you been involved in the Armenian community throughout your life?

TK: My Armenian culture has always been something that has been incredibly important to me. I speak the language and I am constantly looking for opportunities to better connect with the Armenian community. I hope to make a trip to Yerevan next summer.

LC: You?re a student at Columbia University. How has it been to balance school and your musical career?

TK: I deferred school for six years (I got accepted to UC Berkeley right out of high school) and decided last year that starting that chapter of my life was important. I started studying at Columbia last spring and feel honored to be a part of their incredible student body. I am studying creative writing because I want to constantly better my songwriting and my ability to write lyrics and poetry.

LC: You also have a blog (tamarkaprelian.tumblr.com) that deals with fashion, food, etc. What was your reason for starting a blog?

TK: I wanted for my fans and for people, in general, to get to know me on a different level outside of the music that I write and record. Starting my Tumblr blog was another way for me to remain creative and to share/blend three of my life?s passions: food, fashion, and music.

LC: Your new album is being released this week. (Congrats!) What was the experience of working on the album like?

TK: The amazing Xandy Barry, who produced my album ?Sinner or a Saint,? produced this set of material. This EP is an honest, organic, and upbeat group of songs that hopefully takes listeners on a fun and visual journey.

LC: Lastly, what are your goals for the future, both musically and in general?

TK: To continue to do what I love for a living?writing, recording, and releasing new music.

I have been in STEM related jobs for about 15 years, but I had the luxury of growing up in Silicon Valley where it was cool to be computer literate and knowing your maths and science were a way to make the big money like the corporate giants that sprang up in the garages around the area. But I battled through the boring science, maths, and technology classes that I had to do in school. High school turned me off of STEM subjects and I entered junior college looking at the arts and philosophy as areas of interest as the teachers that really inspired me in high schools were my theatre and choir teachers (btw Mr. Williamson and Mrs. Fujikawa were awesome!). ?I graduated from high school at 16 and it took me 5 years to shake off the horror that I felt studying STEM before I could get back into the areas that now define a large part of my life.

Now the UK government is looking at introducing a new set of STEM guidelines for kids that educators are balking at. The idea that we need kids to study STEM to fill market needs is going to backfire. What we need are kids that want to play with computers, build robots, and program computers because that is what will fire up the next generation of geeks and techies. My junior high school programming classes that taught me how to make an address turned me away from computers and technology and it was the programming that I did for fun and the games I was playing that kept my hand into it.

We need teachers that can make these subjects fun, we need people in the schools that can not only educate but empower and embolden the youth to step up and become the next generation of hackers and scientists. ? We don?t need people who can just fix a computer but ones that are happy sitting with a PC in pieces looking for what the problem is. ?People that look at troubleshooting as an art and entertainment not just a vector to a?pay cheque.

Matt Kemp all but ruled out of All-Star game

SAN FRANCISCO (AP) - The Los Angeles Dodgers have all but ruled out injured slugger Matt Kemp for next month's All-Star game in Kansas City.

General manager Ned Colletti calls it a "long shot" for Kemp to play, with the outfielder still recovering from a strained left hamstring that landed him on the disabled list for a second time this season May 31. The 2011 NL MVP runner-up first missed time from May 14-29. Manager Don Mattingly is supportive if Kemp wants to participate in the Home Run Derby, as Los Angeles' medical staff has given him the go-ahead to do so.

Kemp said last week in Oakland he had discussed the Midsummer Classic with Mattingly and wants to make sure he is fully healthy for the second half with NL West-leading Los Angeles.

I have to say that this event, which is being labeled a "training exercise", makes very little sense to me.? U.S. Army troops all the way from Maryland running open exercises in armored personnel carriers on the busy streets of St. Louis?? I know Maryland is a small state, but is there really not enough room at Ft. Detrick to accommodate a tank column and some troops?? Are there not entire fake neighborhood and town complexes built with taxpayer dollars on military bases across the country meant to facilitate a realistic urban environment for troops to train in?? And why travel hundreds of miles to Missouri?? At the very least, this is a massive waste of funds.

On the other hand, such an action on the part of the Department of Defense makes perfect sense if the goal is to acclimate citizens to the idea of seeing tanks and armed military acting in a policing capacity.? Just check out the two random idiots the local news affiliate picked to interview in St. Louis on the subject.? Both state that they think the exercise is a "great idea", because having the military on the streets would help to "reduce crime":

I suspect that the news affiliate did not go out of its way to get any counter-opinions, even though they admitted to being contacted by those voicing concerns over martial law.

Even so, it's sad and simultaneously terrifying that there are plenty of mindless dupes out there who do not understand the dangers of the Army crossing the Rubicon and acting in a civil law enforcement capacity, never mind that they are completely ignorant of the fact that it violates the Posse Comitatus Act.? One of the interviewees even points out that in some countries they don't use police at all; only military.? This is true.? We call those countries "tyrannies"...

Add to the mix the reality that the DOD refuses to respond to any further inquiries by the press concerning details of the training, and you get yet another suspicious instance of behavior on the part of the establishment that seems preparatory for domestic action.? I believe that the high frequency at which these activity reports have been coming in over the past year is certainly cause for alarm...

Russia to Agree N. Korea Debt Settlement

The Russian government is this month set to agree a framework to settle North Korea's $11 billion debt to Moscow dating back to Soviet times, a deputy minister said.

Russia's Deputy Finance Minister Sergei Storchak made a rare visit by a top Russian official to Pyongyang from May 31 to June 2 to discuss the settling of the outstanding debt.

"There now needs to be an internal (Russian government) agreement and I think we will already submit a draft this month so that the government can confirm the results of the accords," the finance ministry website quoted him as saying.

Storchak did not give precise details on the nature of the debt settlement.

The Izvestia newspaper reported last year that Russia would write off 90 percent of the debt and that the other 10 percent would be used on joint development projects in North Korea.

In a statement on the sidelines of the Saint Petersburg economic forum, Storchak did confirm that part of the settlement would involve investment in energy, health and education projects in the isolated Stalinist state.

North Korea's poverty makes paying back the full sum unrealistic and analysts have expected Moscow to allow the most favorable terms so that the issue does not impede joint cooperation.

The debt was discussed in August last year at a rare summit in the Siberian city of Ulan-Ude between North Korea's late leader Kim Jong-Il and Russia's former president Dmitry Medvedev.

Kim Jong-Il died in December with his son Kim Jong-Un taking the reins of power and it is not clear if his rule has brought about any change of policy on the Moscow debt.

Until recently, the talks on the issue seemed deadlocked with Moscow insisting Pyongyang needed to acknowledge that its owes the money to Russia as the successor of the Soviet Union

But Moscow is keen to pursue several projects with its neighbor, including a trans-Korean railroad, the construction of an electricity line and a pipeline carrying Russian gas to South Korea via the North.

After a swift trial and less than two days of deliberations, a jury issued an emphatic verdict late Friday: Sandusky was guilty on 45 counts of sexual abuse, meaning the man once considered a successor to coach Joe Paterno will likely die in prison.

The verdict is not the end of the scandal that took down Paterno and deeply shook the state's most prominent university. It will play out for years in courtrooms and through a set of ongoing investigations.

But the trial did present one piece of finality: Sandusky was taken away in handcuffs to the county jail. Sentencing will be in about three months, but mandatory minimums will keep him behind bars for life.

"One of the recurring themes in this case was, 'Who would believe a kid?'" Attorney General Linda Kelly said. "The answer is, we in Bellefonte, Pa., would believe a kid."

Sandusky, a retired defensive coach, showed little emotion as the verdict was read, giving his wife, Dottie, and family members a half-wave as the county sheriff led him away.

There were only three acquittals among the charges related to 10 victims, eight of whom took the stand to describe fondling, forced oral sex and anal rape. Many of the accusers testified that they had told no one of the abuse that dated as far back as the mid-1990s ? not parents, not girlfriends and not police.

The accuser known in court papers as Victim 6, whose mother alerted authorities in 1998 after Sandusky took her son into a shower, broke down in tears upon hearing the verdicts in the courtroom. Afterward, a prosecutor embraced him and said, "Did I ever lie to you?"

The man, now 25, testified that Sandusky called himself the "tickle monster" in a shower assault. He declined to comment to a reporter afterward. His mother said: "Nobody wins. We've all lost."

One of the three counts for which Sandusky was acquitted concerned Victim 6, an indecent assault charge. The man testified that Sandusky had given him a bear hug in the shower but at one point he just "blacked out."

The other acquittals were an indecent assault charge related to Victim 5, who said Sandusky fondled him in the shower, and an involuntary deviate sexual intercourse charge regarding Victim 2, the boy graduate assistant Mike McQueary saw being attacked in a campus shower.

That charge resulted in an acquittal because McQueary did not see penetration, juror Joshua Harper told NBC's "Today" on Saturday. But, Harper said, McQueary made it apparent he saw something "that was wrong and extremely sexual."

Almost immediately after the judge adjourned, loud cheers could be heard from a couple hundred people gathered outside the courthouse as word quickly spread that Sandusky had been convicted. The crowd included victim advocates and local residents with their kids. Many held up their smartphones to take pictures as people filtered out of the building.

As Sandusky was placed in the cruiser to be taken to jail, someone yelled at him to "rot in hell!" Others hurled insults and he shook his head no in response.

Defense attorney Joe Amendola was interrupted by cheers from the crowd on the courthouse steps when he said, "The sentence that Jerry will receive will be a life sentence."

In addition to the eight who testified, there were two yet-unidentified victims for whom prosecutors relied on testimony from a university janitor and McQueary, whose account of a sexual encounter between Sandusky and a boy of about 10 years old ultimately led to the Paterno's dismissal and the university president's ouster.

Sandusky did not take the stand in his own defense.

After the verdict was announced, defense attorney Karl Rominger said it was "a tough case" with a lot of charges and that an appeal was certain. He said the defense team "didn't exactly have a lot of time to prepare."

The ex-coach had repeatedly denied the allegations, and his defense suggested that his accusers had a financial motive to make up stories, years after the fact. His attorneys also painted Sandusky as the victim of overzealous police investigators who coached the alleged victims into giving accusatory statements.

One accuser testified that Sandusky molested him in the locker-room showers and in hotels while trying to ensure his silence with gifts and trips to bowl games. He also said Sandusky had sent him "creepy love letters."

Another spoke of forced oral sex and instances of rape in the basement of Sandusky's home, including abuse that left him bleeding. He said he once tried to scream for help, knowing that Sandusky's wife was upstairs, but figured the basement must be soundproof.

Another, a foster child, said Sandusky warned that he would never see his family again if he ever told anyone what happened.

And just hours after the case went to jurors, lawyers for one of Sandusky's six children, Matt, said he had told authorities that his father abused him.

Matt Sandusky had been prepared to testify on behalf of prosecutors, his lawyers said in a statement. The lawyers said they arranged for Matt Sandusky to meet with law enforcement officials but did not explain why he didn't testify.

"This has been an extremely painful experience for Matt and he has asked us to convey his request that the media respect his privacy," the statement said. It didn't go into details about his allegations.

Defense witnesses, including Dottie Sandusky, described Sandusky's philanthropic work with children over the years, and many spoke in positive terms about his reputation in the community. Prosecutors had portrayed those efforts as an effective means by which Sandusky could camouflage his molestation as he targeted boys who were the same age as participants in The Second Mile, a charity he founded in the 1970s for at-risk youth.

Sandusky's arrest in November led the Penn State trustees to fire Paterno as head coach, saying he exhibited a lack of leadership after fielding a report from McQueary. The scandal also led to the ouster of university President Graham Spanier and criminal charges against two university administrators for failing to properly report suspected child abuse and perjury.

The two administrators, athletic director Tim Curley and now-retired vice president Gary Schultz, are fighting the allegations and await trial.

The family of Paterno, who died exactly five months before Sandusky's conviction, released a statement saying: "Although we understand the task of healing is just beginning, today's verdict is an important milestone. The community owes a measure of gratitude to the jurors for their diligent service. Our thoughts and prayers continue to be with the victims and their families."

In a statement, Penn State praised the accusers who testified and said that it planned to invite the victims of Sandusky's abuse to participate in a private program to address their concerns and compensate them for claims related to the school.

Sandusky had initially faced 52 counts of sex abuse. Prosecutors dropped one count and the judge tossed three others during the trial, on grounds two were unproven, one was brought under a statute that didn't apply and another was duplicative.

Cops' union plans to sue Detroit

Detroit ? The city's largest police union told its members Friday that it will file a legal challenge to the expected termination of its collective bargaining agreement with the city when the contract expires July 1.

"We'll be going to court," said Joe Duncan, president of the Detroit Police Officers Association.

"They're trying to turn us into at-will employees with no rights. The kick in the teeth is, back in December when everything was going south it was all 'Kumbaya,' and let's get a deal done; now they've got a hammer, and they're hitting us in the head."

The city's director of labor relations sent a letter to Duncan on Wednesday, notifying him of the city's intent to terminate the collective bargaining agreement.

City officials could not be reached Friday.

The Detroit Police Department is facing a $75 million cut, or about 18 percent, from its $414 million budget when the new fiscal year begins on July 1 and the elimination of 380 positions from its force of about 2,600 officers.

Police Chief Ralph Godbee has said he hoped to absorb the cuts through attrition and early retirement.

Some commanders already have been reassigned as part of the department's consolidation.

The moves will result in more duties for some commanders, as they will take over the duties of police executives who recently retired, a police source familiar with the reorganization said.

Among the changes, which take effect Monday:

Cmdr. James Moore will move from the Western District to Patrol Operations.

Cmdr. James Suchowski will take over the Western District.

Cmdr. James White will move from the Civil Rights Integrity Bureau to the Central District to replace retiring Cmdr. Kenneth Williams.

Cmdr. John Serta will take over the Southwestern District.

Cmdr. Dwayne Love moves from the Training Division to the 12th Precinct.

Cmdr. Russell Decrease moves from Technical Support to head the Training Division.

In the memo issued to its members Friday, the union said it expects the city to impose deep wage and health care cuts.

Godbee on Friday posted a YouTube video, acknowledging the cuts but also aiming to "dispel some of the rumors and misinformation regarding this difficult period."

"I know many of you who are experiencing anxiety and uncertainty, and understandably so," Godbee said in the message, 3minutes, 34 seconds long.

"In an effort to avoid any layoffs, there will absolutely be some critical sacrifices we must make. Will we all experience changes in our salaries and benefits? Yes, we will. Yet I implore everyone to really understand that, without these structural changes, our department will be drastically reduced even further, and layoffs would be imminent."

While warning of tough times ahead, Godbee also thanked his officers for doing their jobs under tough conditions.

"We have lost about 1,000 budgeted positions over the last seven years, yet we continue to go out and we perform our duties with the utmost dedication and professionalism," he said. "For that, I commend you all for continuing to perform your duties and for exhibiting the highest level of dedication that the citizens of our great city deserve and have come to expect.

"Remember, this city depends on us. We are vital in creating a better Detroit."
